Commissioner for Complaints for Telecommunications Services (CCTS)

CCTS is an agency independent of the telecommunications industry, whose mandate is to resolve complaints of individual and small business retail customers about their telecommunications services. If you have a complaint about your services, including local or long distance telephone service, wireless telephone service, or Internet service, you must first try to resolve it directly with your service provider. If you have done so and have been unable to reach a satisfactory resolution, CCTS may be able to help you, free of charge.

Retail Quality of Service

Retail Quality of Service Rate Adjustment Plan information on how financial credits are provided to consumers in the event their telephone service does not meet CRTC-stipulated performance standards.

Retail Quality of Service (QoS) standards have been established by the CRTC to measure the level of service provided to telephone Consumers. Measurement against these performance indicators will be conducted annually. The Retail Quality of Service standards may or may not apply based on a customer’s location.

Consumer Safeguards on 1-900 Calls

As Manitoba’s largest telecommunications provider, MTS wants to ensure that all of our customers are informed about how to avoid unexpected charges resulting from calls made to 1-900 numbers.

Here are some suggestions on avoiding such charges:

  • Remind your children not to call 1-900 numbers without permission from a parent/guardian.
  • Check the number before you call. Numbers beginning with 1-900 will result in a charge to you. Numbers that begin with area code 800, 855, 866, 877, 888 are toll-free, you should not be charged for these calls. Other long distance area codes beginning with an ‘8’ are provided for a charge to consumers.
  • If you are concerned about unexpected 1-900 charges, MTS offers consumer safeguards such as Call Denial. Call Denial allows you to prevent dialing access to 1-900 numbers from your home phone.

If you have an unresolved issue regarding a 1-900 charge, you may contact the CRTC to seek its assistance in resolution.

Radiofrequency Emissions

MTS ensures that all its wireless devices fall within the radiofrequency (RF) emission guidelines set by Health Canada. As explained in the manufacturers’ materials provided with each new wireless phone, your wireless phone contains a radio transmitter and receiver, and emits RF energy during use. There have been many studies on the possible impact of RF energy and research continues.

If you have concerns about RF, there are several simple steps you can take to minimize your RF exposure.

  • place more distance between your body and the source of the RF;
  • use “hands-free kits” where possible;
  • reduce talk time or send text messages instead.

MDU Access Agreement Disclosure
